QualIndia Quality Framework

The QualIndia approach provides a framework for quality measurement processes in Indian vocational education and training (VET) institutions. It blends into existing accreditation and grading approaches and builds a foundation for solid and continuous as well as scientifically- based self-directed institutional development.

The fundamental quality model builds upon on a comprehensive notion of quality that integrates input-, process- and output/outcome factors, which combine and interact with respect to the quality of educational processes and outcomes at the institutional level. Considered central for quality are the learning processes and respective achievements for the individual learner. The input-, process- and output approach is extended and systematised by means of an organisational perspective to institutional management and quality. The model encompasses seven areas of institutional quality. Six relate to characteristic institutional processes and themes while one additional area specifically addresses results and outcomes with a focus on learner achievements.

The core of the QualIndia framework  builds the quality model in combination with the QualIndia Quality Manual. Two separate manuals exist to account for specificities of both Industrial Training Institutes and Polytechnic Colleges. In the manuals, each evaluation area, quality dimension and specific quality criteria are illustrated in detail. Quality criteria serve as benchmarks for the institutions and come with indicators for measurement. In addition, practitioners get directions for the application of the approach in institutions. A separate handbook exists to provide for measuring instruments. Here, specific instruments that may be used in the institutional context are introduced and example instruments are provided for different quality criteria. As such, the QualIndia Quality Framework offers a complete toolbox for self-directed quality development in Indian VET institutions.
